HomeAbout
Torres Strait Islander owned and female owned. Based on Dharug Country in Sydney and Kamilaroi Country in Tamworth. Trusted on live campuses, heritage buildings, commercial precincts and industrial sites across NSW.
Who we are
Baywa is a Torres Strait Islander owned and female owned principal contractor. We build for education, government and commercial clients across New South Wales, and we run every job to the standard those clients hold us to.
From our offices in Winston Hills in Sydney and Tamworth in the New England, our delivery teams cover the whole of the state: metropolitan Sydney, the Hunter and Central Coast, the North Coast, New England and the North West, the Central West and the Riverina. Wherever the work is, we mobilise to it, and we run many sites at once to the same program and the same standard.
Most of our work is delivered inside buildings and campuses that stay open. Planning around the people who use them, keeping them safe and informed, and handing back on program is the discipline the whole business is built on.
The three dots in our mark are the three things we carry to every site: our people, our standards and our respect for the Country we are working on.
Our Director
Edmund Tamwoy is a Torres Strait Islander man and a traditional owner of Badu Island in Zenadth Kes. He has decades of experience in construction and sustainability.
Edmund runs Baywa the way he has run every job: plan it properly, keep the site safe, keep the people around it informed, and hand it back finished. On his own Country he has built enterprise from the ground up and continues to do so throughout QLD and NSW. He sees every project as a chance to create development pathways for young Indigenous people, through apprenticeships tied to TAFE NSW courses, training on the job and steady work with a First Nations builder.
Our vision
To be the leading First Nations construction partner for education, government and commercial buildings in NSW.
Our mission
Our values
For Country, for culture, for the people who use the buildings we work in, and for each other.
For the safety of everyone on and around our sites, every day, on every job.
We say what we will do, then we report what we did. No surprises for anyone.
In work that lasts, and in the people from our communities who do it.
Our principles
Nobody gets hurt building or using what we build, and the site leaves no mark it should not. Every job starts with a plan for the people around it and for the waste, materials and energy it will use.
Work that passes inspection the first time and keeps performing long after handover, delivered to the same standard on every site, however many we are running.
Indigenous employment and Indigenous suppliers are part of how we deliver, not an add-on, and every project is a chance to open a pathway for someone.
One team, one program and one point of responsibility. We report honestly on progress and we own the outcome.
Accreditations
Registered Indigenous business, recognised by and active in the Supply Nation network.
Compliant contractor under the Cm3 contractor safety prequalification system.
Approved for NSW Government general construction works up to $1M.
HomeHow we work
Every engagement runs on the same system, reports openly against the program, and draws on the depth to deliver high-intensity works across many sites at once.
Delivery models
You have the design. We price it, plan it and build it under GC21, MW21 or AS4000, with the reporting each contract requires.
Baywa takes single-point responsibility for design and delivery. We engage and manage the design team, own the outcome, and design to the client's standards where they apply.
A collaborative approach in which we work alongside the client and design team before the contract is let, so constructability, staging and risk are resolved early and the cost of the works comes down.
One scope delivered across many sites concurrently, to one standard and on a compressed timetable, with every site finished and reported the same way.
Live environments
Most of our projects are delivered inside campuses and buildings that keep operating. Here is how we keep the people in them safe and the work moving.
Trades
We are a principal contractor. We manage the full trade scope through subcontractors we have worked with across many programs, under our own supervision, safety system and quality system, so clients deal with one team and one point of accountability.

HomeCapabilities
Principal contractor for refurbishment, remedial and fitout works, with delivery teams across metropolitan Sydney and regional NSW.
Sector
Refurbishment and fitout inside operating schools, TAFE campuses and tertiary facilities, planned around students, staff and the academic calendar.
We stage works around term dates and holiday windows, run multi-campus programs in parallel, and agree access, inductions and safety controls with campus stakeholders before anyone starts on site.
Sector
Fast, well-coordinated fitouts and refurbishments, delivered alongside project managers, asset owners, tenants and consultants.
We bring the full suite of fitout trades under one program so tenants open on the day they planned to.
Sector
Repairing building fabric, working with consultants to achieve compliant restoration and remediation.
We cover structural, waterproofing, facade and hazmat remediation, and heritage work where the fabric, the approvals and the detailing call for specialist care.
Sector
Sheds, fencing, carparks and hardstands, sequenced to keep operations running and risk controlled.
Industrial and civil work on operating sites, where access, staging and safety controls matter as much as the build itself: new structures, external works, services upgrades and pavements, delivered as one coordinated package.
How we deliver
Controlled sites, term-break programming, multi-site delivery and transparent reporting against the program. How we work has the detail.

Following the Digital Access Foundation front-of-house classroom upgrades, TAFE NSW engaged Baywa to deliver the make good works that complete them, statewide.
Complete the make good works that followed the Digital Access Foundation classroom upgrades at 45 TAFE NSW campuses from Kingscliff to Wagga Wagga, in a three-week window, without disrupting teaching.
Four teams covered the North, South, West and Metro Sydney regions at once, working in holidays and on weekends so classrooms were back in use before students returned. We kept the project manager, JLL, and each campus up to date as the work moved across the state.
More than 140 rooms upgraded across 45 campuses in three weeks from award to completion, delivered incident free with zero lost-time injuries.

HomeCommunity & CountryReconciliation Action Plan
Baywa's Innovate Reconciliation Action Plan runs from January 2027 to January 2029. It sets out how a Torres Strait Islander owned builder works on Aboriginal Country, with every action given a date and a person responsible.
Why a First Nations business needs a RAP
"Ownership alone does not make a workplace culturally safe, and it does not hold us to account."Managing Director and RAP Champion
Baywa is owned and led by Torres Strait Islander people, and most of our work is on Aboriginal land. People sometimes ask why a business like ours needs a Reconciliation Action Plan. We have three reasons.
Accountability. Our participation results so far have come from who we are and from the commitments we make in individual tenders. A RAP puts those commitments into one public document with dates and names against them, and we report our progress to Reconciliation Australia every year.
Respect between First Nations cultures. Torres Strait Islander culture and the Aboriginal cultures of New South Wales are distinct. Our owners' heritage does not give our team knowledge of Dharug or Kamilaroi Country, or of the other Countries where TAFE NSW campuses stand. We build those relationships and that knowledge the same way any other contractor must.
Influence. On a typical project we direct more people than we employ. Our subcontractors and suppliers take their lead from us on who gets hired, who gets trained and how Country is acknowledged on site. A published RAP tells them what we expect before they price a job.
What we are committing to
These sit above Reconciliation Australia's minimum Innovate requirements and above the NSW Government participation minimum of 1.5% of contract value.
of annual subcontract and supplier spend directed to First Nations owned businesses
of trades labour hours delivered through apprentices and trainees, aligned to TAFE NSW courses where the work allows
First Nations owned subcontractor or supplier engaged on every new contract, and a quote invited on every package over $50,000
Our commitments
Community engagement on every Country where we build.
Cultural safety on every Baywa site and in both offices.
First Nations employment, apprenticeships and subcontracting on every project.
Run through the same system as our certified quality, environmental and safety processes.
What we already do
Apprentices and trainees work on our projects, and wherever we can their placements line up with TAFE NSW courses, so students learn their trade on the campuses we build in.
We partner with Supply Nation businesses on live contracts, and we use the Supply Nation directory and the NSW Indigenous Chamber of Commerce network to find First Nations subcontractors and suppliers for each project.
A recycling enterprise on Badu Island in the Torres Strait, founded by our Managing Director in 2017. Baywa partners with Crystal Ailan to promote environmental sustainability, connection to Country and support for remote Indigenous communities.
Our head office in Winston Hills stands on Dharug Country. Our Tamworth office stands on Kamilaroi Country. Our tender submissions and management plans already open with an Acknowledgement of Country written in our own words; the RAP extends that practice from our documents to our sites.
Baywa is Torres Strait Islander owned and female owned. First Nations people hold roles across the business, and our tenders carry participation commitments above the NSW Government minimum.
Clients, subcontractors and community organisations are welcome to ask how our commitments can support their own reconciliation goals.
